The International University of Grand-Bassam is seeking a dynamic person to fill the position of Treasury Manager in the Finance Department.

BASIC FUNCTIONS OF POSITION
The Treasury Manager, who report directly to the Director of Finance, is responsible for planning, directing, and overseeing the University's treasury operations to ensure effective cash management, banking relationships, liquidity, and financial risk control. The position ensures the timely execution of payments, monitors cash flow, supports budget implementation, and guarantees compliance with University’s policies, approved internal control framework, financial regulations, and applicable laws. The Treasury Manager supervises the Treasury Staff and collaborates closely with the Accounting Department to maintain the integrity of the University's financial operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties:
Treasury Operations
• Direct and oversee all daily treasury operations of the University.
• Develop, implement, and continuously improve treasury policies, procedures.
• Manage the University's cash position to ensure adequate liquidity for operational and strategic needs.
• Prepare daily, weekly, monthly, and annual cash flow forecasts.
• Monitor cash inflows and outflows to optimize liquidity while minimizing financial risks.
• Supervise payment processing through checks, bank transfers, electronic payments, and other approved payment methods.
• Review and authorize treasury transactions before execution.
• Ensure the timely settlement of vendors, employees, government agencies, and other financial obligations.
Banking and Cash Management
• Manage relationships with commercial banks and other financial institutions.
• Negotiate banking services, fees, and treasury-related agreements in collaboration with the Director of Finance.
• Oversee the opening, maintenance, reconciliation, and closure of University bank accounts.
• Monitor daily bank balances and recommend investment or funding strategies when appropriate.
• Ensure secure management of cash, checks, negotiable instruments, and electronic banking platforms.
Financial Planning and Reporting
• Support the preparation and implementation of the University's annual operating and capital budgets.
• Prepare treasury reports, cash flow analyses, liquidity reports, and financial forecasts for senior management.
• Provide recommendations to improve cash utilization and financial efficiency.
• Monitor restricted funds and ensure compliance with donor and grant requirements related to treasury operations.
• Analyze treasury performance indicators and recommend corrective actions where necessary.
Internal Controls and Compliance
• Ensure treasury operations comply with applicable banking regulations, tax requirements, and financial reporting standards.
• Ensure treasury operations are performed in accordance with the University's approved policies, procedures, and internal control requirements.
• Provide treasury records, documentation, and operational support during internal and external audits.
• Coordinate treasury activities during internal and external audits.
• Respond to audit findings and implement corrective actions under the supervision of the Director of Finance.
Leadership and Team Management
• Supervise, mentor, and evaluate the Treasury Staff.
• Assign responsibilities and monitor work performance to ensure operational efficiency.
• Promote teamwork, accountability, integrity, and continuous professional development.
• Develop training plans to enhance treasury staff competencies.
Collaboration and Strategic Support
• Collaborate closely with the Accountant I to ensure consistency between treasury activities and accounting records.
• Support month-end and year-end financial closing processes.
• Work closely with the Registrar, Student Financial Services, Human Resources, Procurement, and other University departments on financial transactions.
• Assist the Director of Finance in preparing financial presentations for executive leadership, the Board of Trustees, accreditation agencies, donors, and external stakeholders.
• Contribute to the continuous improvement of financial management systems and treasury processes.
• Perform any other duties assigned by the Director of Finance.
KNOWLEDGE, SKILLS AND ABILITIES

• Excellent knowledge of treasury management, corporate finance, and cash flow management principles.
• Strong understanding of banking operations, liquidity management, and financial risk assessment.
• Good knowledge of accounting principles, including SYSCOHADA, U.S. GAAP, and IFRS.
• Ability to prepare accurate financial analyses, treasury reports, and cash flow forecasts.
• Strong analytical, organizational, and strategic planning skills.
• Excellent leadership, coaching, and people management abilities.
• Ability to establish and maintain effective relationships with financial institutions and external partners.
• High ethical standards, integrity, and confidentiality.
• Ability to prioritize multiple assignments and meet deadlines in a fast-paced environment.
• Advanced proficiency in Microsoft Office Suite (especially Excel), Sage, ERP systems, and electronic banking platforms.
• Excellent written and verbal communication skills in English and French.
• Strong problem-solving and decision-making skills.
QUALIFICATIONS
• Bachelor’s degree in Accounting, Finance, or a related field,
• Minimum of five (5) years of progressively responsible professional experience in treasury, finance, banking, or accounting.
• Minimum of three (3) years of supervisory or managerial experience.
• Experience in higher education, non-profit organizations, or international institutions is highly desirable.
